Summary

The Government of South Australia has established the Major Events Support Grant – Adelaide Fringe to support producers of major Adelaide Fringe 2022 events that have been cancelled due to COVID-19 related health restrictions.

This grant is only available to official Adelaide Fringe 2022 events where:

  • the event had commenced technical production (e.g. rehearsals or similar) in South Australia;
  • the event has been cancelled (in whole or in part) as a direct result of South Australian COVID-19 health directions; and
  • total expected attendance to the cancelled portions of the event is more than 1,000.

Events cancelled due to factors not directly linked to South Australian COVID-19 health directions, e.g. low ticket sales, are not eligible.

All applications must be endorsed by the Adelaide Fringe.

Subject to the eligibility criteria below, the amount of the grant will be equivalent to the eligible unrecoverable costs incurred by the event producer due to the cancellation of the event, up to the maximum grant amount specified below (see “Grant amount” section).

Payments to eligible applicants will be made following the conclusion of the Adelaide Fringe 2022.

This document provides guidance for Major Events Support Grant – Adelaide Fringe applicants. Please read these Guidelines before applying.

Eligibility

Producers of major events scheduled to be held as part of the Adelaide Fringe 2022 may be eligible to apply for the Major Events Support Grant – Adelaide Fringe provided they meet all of the following eligibility criteria:

  • Be the producer of a live event registered to occur as part of the Adelaide Fringe 2022 between 14 February 2022 and 20 March 2022. Where there is only one performer in a show, and no producer, the performer is deemed to be the producer for the purposes of this grant.
  • The event was required to be cancelled, in whole (all scheduled sessions cancelled) or in part (some scheduled sessions cancelled), as a result of South Australian COVID-19 health restrictions, including:
    • requirement for an artist(s) in the event to isolate under South Australian health directions due to being identified as a close contact while in South Australia;
    • requirement for an artist(s) in the event to test and isolate under South Australian health directions due to experiencing COVID-19 symptoms while in South Australia; or
    • requirement for an artist(s) in the event who tests positive for COVID-19 while in South Australia to quarantine under South Australian health directions.
  • The event had commenced technical rehearsal (or similar) in South Australia at the time of cancellation.
  • Total expected attendance to the cancelled sessions of the event due to COVID-19 restrictions must exceed 1,000 attendees (i.e. where a show had multiple scheduled sessions but not all sessions were cancelled, total expected attendance to the cancelled sessions must exceed 1,000 attendees).
  • Have incurred a non-recoverable financial loss^ as a result of the cancellation of the event.
  • Be registered for GST and have a valid and active Australian Business Number (ABN) or Australian Company Number (ACN).
  • Have a total Australian grouped payroll of less than $10 million in the 2019-20 or 2020-21 financial year.
  • Does not engage in illegal activity.

^ Applicants will be required to list and declare the value of non-recoverable costs incurred due to the cancellation of the event. Eligible costs may include venue hire fees for cancelled performances; artist fees, wages, and per diems for cancelled performances; support staff fees, wages, and per diems for cancelled performances; non-refundable hire of technical, musical, or performance-specific equipment; marketing costs; utilities, wages, paid leave for staff unable to attend work etc; other direct non-recoverable costs resulting from the cancellation or postponement of the event due to the COVID-19 related trading restrictions over the period. Financial losses that may be recovered through a compensation arrangement, e.g. insurance, refunds from suppliers, etc., are not eligible. The costs must be incurred by the applying business defined by its ABN.

Applicants must certify that they meet the eligibility criteria at the time of application. All applications must be submitted to and endorsed by the Adelaide Fringe.

Applicants will be subject to audit by the Government of South Australia or its representatives and will be required to produce evidence at the request of the Government for a period of 2 years after the grant has been approved.

If any information in an application is found to be false or misleading, the grant will be repayable on demand.

Information suspected to be fraudulent may be referred to the South Australian Police for investigation.

Grant Amount

Eligible applicants will receive a grant equivalent to the eligible unrecoverable costs incurred by the event producer due to the cancellation of the event, up to the following thresholds, depending on expected attendance:

  • up to $25,000 where total expected attendance to the cancelled portion of an eligible event is more than 1,000 but not more than 2,500 attendees;
  • up to $40,000 where total expected attendance to the cancelled portion of an eligible event is more than 2,500 but not more than 5,000 attendees;
  • up to $65,000 where total expected attendance to the cancelled portion of an eligible event is more than 5,000 but not more than 10,000 attendees; or
  • up to $100,000 where total expected attendance to the cancelled portion of an eligible event is more than 10,000 attendees.

Grants will only be paid to eligible applicants following the conclusion of the Adelaide Fringe 2022 on receipt of an application with all required supporting information.

How to Apply

Applicants are required to complete the Major Events Support Grant – Adelaide Fringe application form and provide it to artists@adelaidefringe.com.au by no later than 13 April 2022. All questions in the application form must be completed to ensure timely assessment and grant payment. Certain information provided in the application form will be verified by the Adelaide Fringe.

Applicants must meet the requirements of the grant to be eligible.

Grants will be provided to successful applicants by the Department of Treasury and Finance (DTF). Whether an applicant is successful or not will be determined by DTF in its absolute discretion. To access grant funding, applicants will be required to agree to the Terms and Conditions at the time of application stipulating obligations and conditions under which assistance will be given to eligible applicants. DTF will not be legally obliged to pay any grant monies to an applicant.

Potential applicants should note that information received in connection with an application may be used and communicated outside the Government of South Australia for due diligence purposes and may also be provided to the Commonwealth Government and third parties engaged by DTF to assist with the assessment and processing of the applications received, together with program monitoring, reporting, auditing and evaluation purposes.

Applicants should be aware that DTF is subject to certain legislative and administrative accountability and transparency requirements of the Commonwealth Government and Government of South Australia, including public disclosure in accordance with Premier and Cabinet policy.

DTF will treat all information provided by applicants sensitively. Any information contained in, or relating to, an application, including information identified by an applicant as confidential, may be disclosed by DTF:

  • to its employees, advisers or third-parties in order to assess, process and/or audit an application;
  • within the Government of South Australia or other entities where this serves the legitimate interest of DTF;
  • in response to a request by a House or Committee of the Parliament of the Commonwealth of Australia or South Australia;
  • where information is authorised or permitted by law to be disclosed; and/or
  • where the information is already in the public domain.
