Water and Wastewater Prices in Metropolitan and Regional South Australia 2009-10

In December 2008, the South Australian Government approved 2009-10 metropolitan and regional water and wastewater charges. In accordance with the Waterworks Act 1932, water charges to apply to most SA Water customers in 2009-10 for water consumed from 1 July were gazetted on 5 December 2008. The commercial water property rate will be gazetted in June 2009.

The attached report, Transparency Statement Water and Wastewater Prices in Metropolitan and Regional South Australia (Part A) (Transparency Statement) continues to:

          ·         report on potable water and wastewater charges and the matters considered by the government in setting these; and

          ·         document the government’s implementation of Council of Australian Governments and National Water Initiative obligations relevant to water and wastewater price setting.

In accordance with Section 35 of the Essential Services Commission Act 2002, the Treasurer on 1 April 2009, directed the Essential Services Commission of South Australia (ESCOSA) to undertake an inquiry into water and wastewater pricing processes in 2009-10. The Transparency Statement Part A was provided to ESCOSA for its inquiry. The Notice of Referral, including the terms of reference is provided at Appendix 3.

In undertaking the inquiry, ESCOSA is required to submit a Draft Report to the Treasurer and the Minister for Water Security by no later than 1 July 2009. A Final Report on the inquiry, which will form Part B of the Transparency Statement, is required no later than six weeks after submission of the Draft Report. The government has a further four weeks to respond to ESCOSA’s Final Report, with its response forming Part C of the Transparency Statement.

Treasurer's Instruction 26 replaced by "Guidelines for the Limitation of Liability of Suppliers, Consultants and Contractors"

The Treasurer's Instruction 26: Limitation of Supplier Liability in Information Technology and Telecommunications Contracts has been replaced by new Treasury policy guidelines entitled "Guidelines for the Limitation of Liability of Suppliers, Consultants and Contractors".  Cabinet approved these guidelines on 15 May 2006.

The purpose of the new Guidelines is to provide public authorities with general guidance for establishing limits on the liability of suppliers of goods and services, including professional services, and of consultants and contractors engaged in relation to construction or works contracts.

The guidelines are effective from 15 May 2006 and are administered by the Department for Transport, Energy and Infrastructure.
